Rogue Community Health, a non-profit, Federally Qualified Health Center (FQHC) located in beautiful Jackson County, Oregon, is seeking a highly experienced and dynamic Chief Executive Officer (CEO) to join our organization. ESSENTIAL RESPONSIBILITIES OF THE EXECUTIVE OFFICER
Board of Directors:
- Maintain accountability with the Board of Directors (BOD).
- Collaborate with the BOD, acting as a bridge between the board and staff.
- In conjunction with BOD, develop/implement strategic plans and objectives. Aligning with mission, vision, and values.
- In conjunction with the BOD, set and review organizational policies, objectives, and long-term strategies.
- In conjunction with the BOD, set strategic goals and ensure the goals are measurable.
- Support the BOD with recruitment and support of new board members.
- Provide regular updates on organizational performance. Offer insights to inform board-level decision-making.
Organizational Operations:
- Research / implement operational decisions and strategic plans to support Rogue Community Health's mission.
- Set long-term direction and ensure it remains aligned with Rogue Community Health's core mission.
- Lead the ideation, planning, and implementation of new and long-term business strategies to ensure sustainability.
- Drive business development initiatives to identify new opportunities for growth and expansion.
- Manage negotiations and other official functions with ultimate responsibility for all contracts and employment agreements.
- Collaborate with Chief Financial Officer on allocation of material, human, and financial resources to implement organizational policies and programs.
- Ensure that the staff have all the resources and support needed to succeed.
- Establish objectives for the organization and formulate or approve policies and programs.
- Authorize and organize the establishment of major departments and associated senior staff positions.
- Collaborate with senior leadership to ensure smooth operations.
Financial:
- Oversee financial health, ensuring effective budgeting, resource allocation, and cost management.
- Establish financial and administrative controls.
- Collaborate with Alliance Officer to determine the need for, and facilitation of capital campaigns.
- Manage organizational assets and liabilities to fulfill its mission.
- Drive organizational growth and sustainability.
- Lead fundraising efforts, host donor appreciation events, and update donors on the use of funds.
Compliance:
- Ensure financial practices meet legal requirements including managing budgets and monitoring cash flow.
- Comply with IRS regulations and maintain tax-exempt status.
- Ensure compliance with legal and regulatory requirements.
- Oversee risk management practices, including legal, ethical, and operational risks.
- Monitor industry trends and developments to identify potential risks and opportunities.
- Adhere to federal and state employment laws, such as workplace safety standards.
- Comply with state and federal fundraising regulations, including registration requirements for soliciting donations.
- Meet all obligations in contracts and agreements with donors and vendors.
- Adhere to health and safety standards.
- Maintain job-related licenses / certifications as required by the position – if applicable.
Recruitment / Retention / Staffing Model:
- Determine the need for senior and executive recruitment. Lead recruitment efforts.
- Select executive staff, delegate necessary authority to them, and create optimum working conditions.
- Lead, mentor, and motivate senior and executive leadership staff.
- Lead and inspire a high-performing senior and executive team; provide guidance and support to achieve goals.
- Assist senior and executive leadership with critical thinking related to business strategy concerns and conflicts.
- Assess staffing models, among other qualifiers, when considering events such as Reduction in Force (RIF).
- Make final decisions for involuntary termination, RIF, layoff, furlough, and legal settlements.
- Make final decisions regarding staff grievance appeals.
Representation:
- Represent Rogue Community Health in all legal and regulatory matters.
- Effectively advocate for Rogue Community Health with state, federal, and local legislators and officials.
- Build strong positive relationships with Coordinated Care Organizations, local hospitals, medical clinics, etc.
- Build partnerships and represent Rogue Community Health to stakeholders and the public.
- Educate the community and gather support for the organization's mission and initiatives.
- Build and maintain strong relationships with key stakeholders including clients, partners, and investors.
- Represent the organization in public forums, media, stakeholders, and community events to raise awareness and support. Assign a designee to act on behalf of the organization when necessary.
- Speak at events to influence public opinion and participate in media interviews.
- Manage and handle crises affecting the organization's reputation.
- Collaborate with Alliance Officer to formulate and install promotional campaigns.
- Represent the company in external events, conferences, and industry associations.

Experience: Minimum seven (7) years of executive-level experience in a major health care facility. Five years of experience in the administration of a non-profit, Federally Qualified Health Center, or outpatient or ambulatory health center.
Education: Minimum Baccalaureate, higher degree preferred (e.g., MS, MPH, PhD, JD, MD), and/or advanced training and experience in a health profession, health care management, public administration, public health, law, social sciences, or related field.
