Bring complex public infrastructure projects from plan set to pavement. The City of Medford's Construction Manager leads contract administration, construction engineering, and inspection for capital improvement projects and developer-initiated work in the public right-of-way, with direct oversight of construction inspector staff and close partnership with the Deputy City Engineer/Design Section Manager.
This is a hands-on leadership role for someone who enjoys balancing field realities with contract compliance, schedule, and budget. You will oversee construction stages, coordinate inspection services, and help ensure projects are delivered within budgetary, regulatory, and time constraints, while working with internal teams and external partners such as ODOT, franchised utilities, and the development community. Required Education and Experience:
- Graduation from high school or GED equivalent; and
- Four (4) years of increasingly responsible construction management, design management or a closely related field with two (2) of those years in a supervisory or leadership position.
- Bachelor's degree in engineering, Construction Management, or other specified area of study as deemed applicable may substitute for one (1) year of work experience.
Preferred Qualifications: - Bachelor's degree from an accredited college or university in Construction Management, Civil Engineering, or related field.
- Registered Professional Engineer in the State of Oregon.
- Project Management Professional (PMP) certification.
- Certified Construction Manager (CCM) certification.
Available Schedule: - 8 hours daily, Monday - Friday

The anticipated hiring range for the Construction Manager position is $47.27(first step) to $49.64or $52.12(second or third step).The City of Medford determines starting pay based on an evaluation of relevant education, experience, andqualifications as provided by the applicant in their application materials, alongside others who perform work of comparable character consistent with the Oregon Equal Pay Act. Six steps are included in this salary range, allowing opportunity for annual movement through the steps.

Examples of Job DutiesEssential Functions of the Position: - Participates in the development and implementation of goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures.
- Identifies opportunities for improving service delivery methods.
- Supervises staff, including assigning and scheduling work, establishing work priorities, conducting performance evaluations, training, hiring, disciplinary recommendations, etc.; motivates and evaluates assigned personnel, and oversees contract employees.
- Participates in the development and administration of assigned program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures.
- Responds to and resolves citizen inquiries and complaints.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works construction management.
- Assumes responsibility for assigned services and activities related to the construction management and contract administration of projects (including capital improvement projects), including bid, post-bid inspection, construction, and related functions and professional contracts; ensures completion of projects within budgetary, regulatory, and time constraints.
- Coordinates construction and inspection activities with those of other departments, outside agencies, and organizations; resolves sensitive and controversial issues.
- Directs and reviews Public Works work-plan for construction and inspection services and activities.
- Oversees, supervises, and coordinates the management of construction stages of projects, including capital improvement projects.
- Reviews and comments on engineering plans submitted for private development.
- Oversees all construction and inspection for private development and permitted work within the public right of way.
- Scope of assigned area of responsibility will depend on departmental structure and is at the discretion of the Deputy City Engineer.

Work Environment & Physical Demands: Performs work indoors in an office environment with regulated and minimal environmental conditions. This role may involve time spent sitting at a desk.
